November 26, 1956 - April 8, 2022 Neil was a gentle, kind, and serene individual who won over the hearts of many.  Neil was born with profound physical impairments coupled with an unidentified cognitive disability, yet despite these barriers and the early expectations of physicians, he did not let it stand in the way of him living a happy and enriched life.
